      The Emperor seems well-informed of his consorts’ doings especially by how he spoke with that Imperial Concubine Yang. I think that he just doesn’t bother to care too much about them unless they commit something that he personally considers grave, for instance, harming his son or the woman he cherishes.     Should this be past tense? Seems like the emperor previously decided to use the count decree and set aside the Xianzhu one until now.

      I think it should be in future tense as he has not yet issued the decree. What he is saying is that if Chen Wang is content with working in the Ministry of Rites from now on, he will make Ming Jingzhou a Count. If not, he will make Jiuzhu a Xianzhu.
